On 24 February 1996, city officials held a workshop in Laoag
City. The Medium Term Development Plan(MDTP) for CY 1996-2000
was approved. The Plan was presented to the City Council for
adoption. On 09 October 1996, per Resolution Numbered 368,
series of 1996, the MTDP for CY 1996-2000 was officially adopted
and finally approved by Mayor Mauricio G. Domogan on October
28, 1996.
In the workshop, representatives from the Rotarians, academe,
religious and medical practitioners participated. Sectoral
committees were organized for the implementation and monitoring
of the MTDP.
GO/NGO partnership, intensive media advocacy, legislative
support through ordinance - these are used in the adoption
and implementation of LA21. In the case of Environmental Management
and Protection Program, an umbrella NGO, the Baguio Regreening
Movement or BRM, was formed with Bishop Ernesto Salgado as
the main convenor. The BRM Secretariat, headed by Forester
Eufronia Muyano, is based at the DENR Regional Office, CAR.
The BRM has an Executive Committee, chaired by Mons. Ernesto
Salgado.
